NAVAL ARCHITECT & MARINE ENGINEERING SERVICES

NOAA has a Level of Effort (LOE) contract which is frequently used to provide naval architect and marine engineering design services to the ships of the NOAA fleet. The design agents available under this LOE (Art Anderson Associates and Seaworthy Systems) maintain offices in many major ports through out the United States so there is a good chance that there is a local office near your activity. The contract is available for use by the NOAA small boat community on an "as available" basis. The "as available" basis is dependent on the work load generated by the tasks required by the NOAA fleet. There is one COTR for this LOE contract and his priority is to support the NOAA fleet. If you know that you need to enlist the services of a naval architect or marine engineering firm, contact the NOAA Small Boat Program Coordinator or a NOAA Smalll Boat Engineer for more information on how to initiate/arrange design agent services to meet your needs.

Although the LOE contract can streamline the procurement process for these services, there are many private naval architect and marine engineering firms that are willing to provide, or have a history of providing, naval architect and marine engineering services to NOAA clients outside of the LOE contract. Field activities are not limited to using the services provided by the firms listed above. A quick search on www.gsaadvantage.gov for "naval architect" yeilded 54 results and there were 224 results for "marine engineering". Most of the search results were valid naval architect and marine engineering firms. Just about all of the firms listed above are included on GSA schedule. If you decide to use a firm that is not listed above, or is not on GSA schedule, ensure that the firm (or person) is a professional engineer and ask to see examples of previous designs which could be similar to the requirements for your boat. Keep in mind that most firms that specialize in providing their services to the small work boat sector of the maritime industry will usually advertise this specialty.
