Procedures for Loaning or Temporary Transfer of Boats

1.  The loan (suggest "temporary transfer") should be documented in writing, sufficient to establish that:

(a.) it is for a specified period of time (indicate the start and end dates).
(b.) it identifies the boat by both NOAA number and by HIN number.
(c.) it identifies who is the responsible party (point of contact) acting for (1.) NOAA and (2.) USFWS.
(d.) it clearly identifies and describes all equipment on the boat (and especially the engine).
(e.) it states the condition of the boat at the time of the loan.
(f.) it documents the condition of the boat by photographs at the time of the loan.
(g.) it specifies that the boat will be returned to NOAA in the same condition as it was at the time of the loan.
(h.) it specifically acknowledges the receiving agency's inspection and acceptance of the boat and its satisfaction as to the
seaworthiness of the boat at the time of the transfer.
(i.)  it specifically holds NOAA harmless from any loss resulting from any defects in the material condition of the boat or in any of its equipment.

2.  We need to decide if we are going to do a simple boat transfer or if we are transferring equipment (anchor, radio, lifejackets, etc.) along with the boat.  If equipment is to be included, it should be identified, listed and photographed.

3.  Is a trailer going with the boat?  If yes, it needs to be included by VIN on the transfer document and made subject to the same agreement, including an agreement to return in same condition.  It should also be photographed.

4.  A copy of the transfer record should be kept by the small boat safety coordinator and by the LOSBO and the Line Office person that is responsible for the inventory control of the boat.  The transfer record document should be originated by the Line Office, signed and acknowledged by the receiving agency and have a signature line for approval by the Line Office Small Boat Officer. The Small Boat Program Manager shall be informed.
